Title
Strategic Planning and Success of Non-Governmental Organizations’ Development Initiatives. A Case of African Enterprise Rwanda's Projects in Rwanda
Abstract
Background: Examining the influence of strategic planning on the success of African Enterprise Rwanda's projects in Rwanda was the purpose of this study. Four specific objectives served as the study's compass: To determine the influence of environmental scanning on the success of African Enterprise projects, investigating the influence of communications planning on the success of African Enterprise projects, examining the influence of scheduling practices on project success within African Enterprise projects, and to assess the influence of resource allocation in determining the success of African Enterprise projects in Rwanda. Methods and Material: Utilizing a mixed methods approach, the cross-sectional survey design gathered data through an interview guide and questionnaires. The reliability of data collection instruments was ensured by the adoption of a pilot study involving 34 overall instruments answered by 3 to 7 respondents at each research variable (construct), with the Cronbach Alpha Coefficient overall of 0.728, a value greater than 0.70 to guarantee acceptable and reliable research instruments. The validity was ensured within this study by frequent consulting with a more experienced University supervisor and peer review from the University academicians throughout the research process to validate the quantitative data collection instruments, and for the qualitative data, validity was ensured through the triangulation of multiple data sources. The study used Slovin’s formula to have 131 respondents from the target population of 195 employees and beneficiaries, and Summative viewpoints were collected by the use of both probabilistic and non-probabilistic sampling techniques. The gathered quantitative data were subjected to descriptive statistical analysis, interpreted utilizing both mean and standard deviation, and inferential statistics using IBM/ SPSS version 26 and Microsoft Excel 2016. Both descriptive statistics results and inferential statistics results show that there is a great extent of agreement among participants that strategic planning significantly influences the success of AEE projects in Rwanda. Results: The findings of this study showed that environmental scanning has the highest influence, with a mean score of 4.895 and a strong positive correlation (r=0.822, sig=0.000) with project success metrics. Communication planning followed closely, with a mean of 4.757 and a significant correlation with project effectiveness and beneficiary satisfaction (r=0.745, sig=0.000). Scheduling practices also play a critical role, evidenced by a mean score of 4.720 and positive relationships with project efficiency and effectiveness (r=0.660, sig=0.000). Resource allocation demonstrated a significant positive effect on project performance, with a mean score of 4.842 and a correlation of (r=0.744, sig=0.000), at a 0.01 level of significance. The researcher also utilized theme analysis to examine the qualitative data, which necessitated the presentation of the results in the narrative form of most recurring narratives. Conclusion: The study concludes that these strategic planning components are essential to enhancing the success of development initiatives, and recommends that project donors have to strongly plan strategically, and project managers to prioritize continuous environmental scanning, effective communication, advanced scheduling, and optimal resource allocation for sustained project success.
